Provisioning and Mediation
Mediation and provisioning refer to the processing and delivering of information between a telecommunications network, for example a GSM network, and an operator’s business support system, for example a billing or a customer care system. Thanks to mediation and provisioning, the network elements and business support systems need to communicate only with the mediation or provisioning software. A single point of interface reduces the number of connections needed and facilitates change management.
Provisioning software enables activation of new subscribers and services in the telecommunications network. The operator enters the necessary subscriber information into its customer care system. Provisioning software delivers it further to the right network elements, after which the subscription and the services, for example voice mail and short message services, have been activated.
Mediation software collects the subscriber usage data (all transferred bytes, for instance the dialled calls and the sent short messages for the past month) from the telecommunications network. It checks and converts the data to billing format, and delivers it further to the operator’s billing system. Due to mediation software, the operator can be sure that the billing is based on reliable usage data.
Mediation software enables also other operations, such as managing and charging various content-based services, controlling the subscribers’ usage charges and ensuring reliable revenue sharing between operators and content providers.

Benefits of mediation and provisioning
- Single point of access to the network: Single point of interface and high automation level of the mediation or provisioning software reduce manual effort, the time needed and the overall cost of network management.
- Time-to-market in service creation: The key to next generation profitability will be new and exciting services that can be launched quickly and cost-effectively to the market.
- Flexible billing: Mediation software collects data and presents it to the billing system in a usable form. New services with new pricing and payment methods require efficient and flexible billing.
- Auditability and revenue assurance: Solid auditing capabilities of the mediation software enable e.g. to accurately detect gaps in usage data and thus enhance revenue assurance.
- Security in service usage: The possibility to keep constant track of the usage charges eliminates cost-related surprises and thus encourages the use of services.
- Market analysis and churn management: Mediation software provides real-time usage data. This online customer information can be utilised in churn management and for market and customer analysis purposes.
